According to Carnoy and Garcia (2017), these inequalities persist along racial lines, and, to a greater extent, along class lines. Due to the fact that African Americans and Hispanics are more likely to be impoverished, educational reform that focuses on low-income schools disproportionately affects minorities. Anyon (2005) describes how most of these reforms are targeted at the schools themselves, through increased funding, charter schools, and, far too often, standardized testing. Despite the evidence that educational inequalities stem more from socioeconomic factors than school quality, these reforms are consistently implemented and fail to produce necessary systemic change. This article examines the goals and strategies of three administrations throughout the Afghanistan War. Research is drawn from the interviews and memos published in the Washington Post’s Afghanistan Papers, as well as secondary source commentary about the impact of political and military decisions. From these data, it is clear that the main goals of US foreign policy were to defeat Al Qaeda and end terrorist presence in Afghanistan. In the United States school system, class and race greatly impact both the ability of students to succeed and their parent's ability to be involved in classroom affairs.

As Massey and Denton (1993) explain in American Apartheid, “segregation concentrates poverty,” which creates a broad range of environmental and economic circumstances that reinforce racism and poverty. These circumstances in turn affect the schooling of low-income students, who suffer from underfunded schools, with parents who often face difficulties in child-rearing due to intense work schedules and lack of childcare.
